A New York City Transit Authority supervisor has been suspended without pay and demoted after using a fake parking placard, created on his home computer, to park his personal vehicle while on duty. The Metropolitan Transportation Authority (MTA) Office of Inspector General stated he will be permanently barred from promotions. The supervisor, identified as Leon Bipat, was caught parking illegally on at least three occasions, one of which involved a “no standing” zone. The investigation was prompted by an anonymous tip, revealing Bipat initially claimed to have found the placard’s template in his workplace.
The MTA does not issue parking permits to employees, and the inspector general criticized Bipat’s actions as demonstrating a lack of integrity. A broader issue highlighted is that many public sector employees, including MTA workers, often park illegally. A 2024 City Bureau of Investigation report noted that the NYPD tends to overlook such permit fraud.
While the investigation confirmed Bipat’s misconduct, it remains unclear whether criminal charges will be filed. The inspector general’s office regularly consults with prosecutors in such matters, though not all cases warrant legal action.
