The European Commission has initiated an investigation into Elon Musk’s platform X regarding its AI tool, Grok, after concerns were raised about its use in generating sexualized images of real individuals. This follows a similar investigation by the UK’s Ofcom. If X is found in violation of the EU’s Digital Services Act (DSA), it could face fines up to 6% of its global annual revenue. The platform claims it has restricted Grok from altering photos in areas where such content is illegal.
Irish MEP Regina Doherty stated the investigation would examine whether sexually manipulated images were shown to EU users. There have been claims from activists that this capability was never utilized. The EU could implement interim measures if X does not take appropriate actions.
Musk recently posted a photo that seemed to violate new regulations concerning Grok, and he has criticized government scrutiny of the tool, viewing it as censorship. Despite Grok generating over 5.5 billion images in 30 days, concerns persist, especially regarding its recommender system, which the company is also investigating.
Hena Virkunen from the Commission condemned sexual deepfakes as unacceptable and emphasized the need for platforms to adhere to EU regulations to protect citizens online. The investigation follows a recent €120 million fine imposed on X for misleading users about account verification. U.S. officials, including Secretary of State Marco Rubio, have accused EU regulators of targeting American companies, a sentiment echoed by Musk.
