Authorities in California are investigating couples in the Los Angeles area for potential misinterpretations of surrogate motherhood. This follows allegations of abuse that led to the removal of 15 children from an Arcadia couple’s home, with another six residing elsewhere. The children, aged between 2 months and 13 years, are believed to have varying biological ties to the couple, Silvia Chang and Guojun Shuan.
Chang and Shuan were arrested after a two-month-old infant suffered a serious head injury, allegedly inflicted by a home nurse. Currently, formal charges regarding negligence have not been pursued while the investigation continues, which involves the FBI. The couple claimed to seek a large family and produced what appears to be legal birth certificates.
Additionally, business records indicate that a company named Mark Surrogacy Investment LLC was associated with their address but had its license expired. Concerns about the potential exploitation of surrogates have been expressed, particularly after a Texan woman raised issues about her own experience with the couple.
The Los Angeles County Department of Children and Family Services has not commented on specifics regarding the couple’s case.
